Forte and Tablada, Inc. (formerly PEC) was retained to prepare a 201 Facilities Plan/Master Plan and Environmental Information Document (EID) for the City of Zachary to assist in the future planning requirements for how the community will process its wastewater flows.
Forte and Tablada initially established the planning constraints; clarified issues that would impact planning decisions and gathered a clear foundation for the development of the alternatives for regional wastewater facilities or the continued use of the existing City Parish sewer system. Current Parish and State resources for growth planning, current and future zoning and land use plans, transportation plans, census data and any previous master planning or infrastructure planning reports were utilized to update existing and future population estimates. Population projections were coupled with current residential and commercial concentrations to develop future waste load projections. The plan determined the City should continue to discharge its flows into the City Parish of East Baton Rouge’s collection system.
One of the initial key tasks performed was to evaluate existing wastewater pump station and key sewer line facilities in the City to determine available and potential capacity and the ability to meet current and anticipated future flow conditions. From this facility plan there were specific projects developed in the City for sewer line rehabilitation, pump station rehabilitation, new pump stations required for growth areas and stand by power generator and SCADA projects for design and construction. The overall program was developed as 7 phases of work over a 4 year time frame. Forte and Tablada supervised and analyzed the collection system data obtained from City wide SSES investigations on over 200,000 linear feet of line and developed critical sewer rehabilitation phases for construction. Other project phases were the modification and rehabilitation of existing pump stations for both increased capacities and improved operations by installing new motors, impellers and electrical panels in older pump stations.
The City of Zachary secured funding from a 0.95% LADEQ SRF Loan Program to assist with the sewer rehabilitation program. Total cost for improvements is $14.3 million. Forte and Tablada performed the design, plan preparation, and construction administration as well as administrative tasks and davis-bacon labor compliance in accordance with DEQ regulations.
