
Mr. Easley is a professional engineer licensed in Louisiana with several years of structural engineering design experience. He graduated from LSU, with BS and MS degrees in Civil Engineering, focusing on structural engineering and hurricane engineering. His master’s thesis was entitled “Development of a Performance-Based Design Approach and Related Loads for Facilities Designated as Essential During a Hurricane Event.” Joffrey is currently serving on the ASCE 7 Subcommittee on Wind Loads for the 2016 revision cycle of the standard and is currently serving on the IBC Technical Advisory Subcommittee for Louisiana regarding the implementation of the 2012 edition of IBC. His experience includes the design of a wide range of infrastructure and transportation structures; including bridges, light commercial facilities, heavy civil structures, and industrial facilities. He also recently completed the two-week NHI “Safety Inspection of In-Service Bridges” course. Additionally, he has consulted with several clients regarding hurricane risk and mitigation options. He is also a member of the American Society of Civil Engineers.
