The Port is situated in an area extremely vulnerable to wind, surge, and waves produced from hurricanes. The emergency operations center is a critical project for the Port given the importance of the facility to national energy needs. Structural engineering, along with hurricane risk preventative measures were provided for the project. The structure consisted of an elevated reinforced concrete, pile-supported foundation with concrete masonry unit walls. The roof framing was fabricated from steel trusses.
